This review proposes that primate PFC modularity reflects intrinsic elaboration of functional molecular combinations. In the context of 2R whole-genome duplication and later OSVZ expansion, a dual-control model links long-range axonal projection patterns and synaptic docking with activity-dependent refinement to build a cognitive scaffold under weak sensory constraints.
